The only way the woman next to Featherston could be Babushka Lady is if right after the limo passed her on Houston Street she made a mad dash for lower Elm so that she could be there when the limo got there. And even if that was physically possible, it seems very unlikely to me. So, for that reason, I am dropping the idea that they were the same woman.   

So, that leaves me without any leads as to the identity of Babushka Lady. 

It's interesting that she stuck around a while after the shooting. But again, that is no 17 year old.
