Since the entire background is fake, all that's left is the detail in the face, and the detail of it is no better than what a drawing can be. There is nothing photographic about it.

However, maybe there was an actual photograph involved that the artist worked from, one in which there was no height chart included. If so, then I assume the photograph was destroyed since we have never seen it.
I wonder which of the morons will be the first to try to defend this as a real photograph of Oswald standing in front of a height chart. My prediction? Joseph Backes. He will grovel at the feet of every JFK image in defense of its purity and authenticity. It doesn't matter how outrageous and patently phony it is; he'll vouch for it. He will defend, to the end, every image of JFK officialdom. It is his raison d'etre.
