The question is: why did the FBI fake this image of Babushka woman on the left? It's clearly not the same woman. And as for the idea that by coincidence there was a second Babushka Lady there? Well, I've got my stomping boots on to deal with that one. 

No, they were trying to mislead, trying to make her appear to be older than she was. Babushka Lady wasn't that old, probably late 30s. Certainly a lot older than 17, but not in her 50s like the woman on the left. 

Now: get crystal: for the FBI to take any action to mislead about Babushka Lady proves that they knew everything about her. They knew who she was. They knew what she was there for (in her disguise). And they knew what became of her pictures. They got her pictures.
