The Wizard is suggesting that the bald-headed man seen in the Davidson film, whom some are ridiculously calling Jack Ruby, is actually Bagman- the cop who during the struggle put something over Bookhout's head to cover it. Here is a collage of the two of them.

I think that is possible and plausible. But it is not possible and plausible to suggest that he was Jack Ruby.

That is insane. How much difference does it take to recognize two different men? Substantial hair vs. baldness doesn't do it for you? Really? Only in the world of JFK.
