One thing that occurred to me is that Bieberdorf may have had his hand over Oswald's sternum as part of examining him, to see if he could feel any respiratory movement. And perhaps he tried to feel for the PMI or point of maximum impulse of the heart. And then, his palpation got interpreted by someone as "sternal massage" which the FBI agent wrote down. I do not believe that Bieberdorf did any resuscitative work on Oswald because, a: he thought he was dead, and b: if he started it, he'd have continued it. You don't stop unless you think the patient is revived or dead. Oswald certainly wasn't revived, and the Bieb already thought he was dead.
