And it explains why the Jackson photo was so late in being published. Jackson gave the excuse that he couldn't leave because he was expected to stay there to cover the PD since there was no other photographer to replace him. But, he didn't take any more pictures. But, I say that the real reason was that they had to wait until they had the Beers photo and compare it to Jackson and then fix Jackson so that it would conform to what really happened in the garage during the spectacle. So, they added a smidgen of black hat to represent McMillan, and they added a tiny fraction of Ike Pappas to represent him. Why waasn't Pappas there? Maybe he was late, but more likely, he just wasn't an insider that they could trust with the ruse.

This is the Beers photo, and it was taken during the spectacle. Notice Detective McMillan standing sideways and looking down. So, he was there.
Now, remember what I allege. I allege that the Jackson photo was taken before the Garage Spectacle while the real Jack Ruby was being processed up on the 5th floor. And Detective McMillan was one of the three detectives who were processing him, who dragged him up there. The other two were Archer and Clary. So, they were talking to him, and they had him strip down to his underwear. And then a strange thing happened: McMillan said he had to leave. He said he had somewhere to go; a prior engagement. He didn't say what. And it was then that SS Agent Forest Sorrell showed up to take over the questioning of Ruby so that McMillan could leave. So, he left- with the clothes! Where did he go? He went to wherever Bookhout was and gave him the clothes. And soon after that, it was time for the spectacle. But, the reason why we don't see McMillan in the Jackson photo is because it was taken while McMcMillan was upstairs processing the real Jack Ruby.
