IDIOT! Sims testified- with his own mouth- to the WC that he found the transfer ticket on Oswald and that he brought it to Fritz' office. It's not just the Sims report, it's his testimony.

McWatters referenced the man who pounded on his door and got on and rode for two blocks and then got a transfer ticket before getting off, and he configured him to Oswald's approximate height and weight. 

And the Dallas Police were not huddling in a back room at the wee hours pondering how to lie about Oswald, where to say he was, and what to say he did. They were the Dallas Police, not the CIA. They were in City Hall not some obscure place. They were never going to have such a conversation. And how could they possibly do it unless they were keenly aware that Oswald was about to be blown away? Are you nuts?
