Also, the Wizard has picked up a nod by one of the cops right before things take off, and I am reminded of the signalling they used in the movie The Sting. Remember the nose scratch?
First, here is what the Wizard wrote:

I think that I have figured out the nucleus of the arrangement and the positions of the characters. One of the problems was that these guys were trying to hide behind one another to avoid the cameras. However, I found the clear CNN footage very useful.
You have, from left to right, the bald 'bag-on-head' man, the two black-hatted cops and Blackie Harrison. In the Jackson photo, Bagman and the two cops are trying to hide behind Graves and the white-hatted guy. There's also a slightly plump cop tasked with manning the door.
Bagman and Black Hat 1 are waiting by the door. As soon as Leavelle, Oswald, Graves, etc. pass, Black Hat 1 gives Bagman a nod and they both take off behind them. In the Beers photo you see Black Hat 1 starting to move. Pettit and Pappas move sharply, but only slightly, backwards. With the edited film footage you don't see Black Hat 1 and Bagman move up to the corner. The movement is interrupted.
The next thing you see is the Leavelle/Bookhout/Graves/Harrison swarm starting. Bagman and Black Hat 1 join it, moving in from the corner. The bag, wig, or whatever it is, goes onto Bookhout's head, and then other cops join in. The swarm rotates and disappears up the hall, and that's it. The plump cop closes the door in the face of Jim Davidson, and the rest is just noise.
One or two plain clothes cops look as if they are about to pull guns and proceed up the ramp, but a very tall cop stops one of them, with a hand laid firmly on his chest: a metaphor for the next 53 years.
