This isn't my work but that of Randy Gunter, but I certainly agree with him.
The face was DEFINITELY blackened out. The only thing that could have been shading it was his hat, and there is no way his hat could cast that much shade. So, the trench coat, the Fedora hat, standing next to Lucien Conein? Yeah, I'd say it's probably Hunt.
And from the angle that his arm is coming down, I have the feeling that he has his elbow bent and his hand in his pocket, which is something E. Howard Hunt liked to do.
I think it's much more likely that it's E. Howard Hunt next to Lucein Conein than that Hunt was one of the Three Tramps. The Hunt-like tramp looks to me to be an old guy; he has an old face.
Hunt was 45 years old at the time. How old does that guy look to you? Does that look like the face of a 45 year old to you? My son is almost 45, so that would make me old enough to be that guy's father. Are you buying that? I'm certainly not. So, I gravely doubt that that's E. Howard Hunt. But, I do think the guy standing next to Conein on Spook Alley was him.
