If Oswald was a spy for the US government in Russia, then why did they have to charge him for his transportation back to the US? 

Don't spies get an expense account? Don't spies get to travel at the expense of the agency? I could see them charging him for Marina, but would they charge for him if he was on the job?  I'm sure Her Majesty's Secret Service picked up James Bond's travel tab. 

So, he was a spy for the US who had to hoof it on his dime, and he also worked for no pay because, after all, it's not as though he had to eat. Besides, he was paid for working at the radio factory, and that was ample as far as the CIA was concerned. And, he must have thought that the best place for him to uncover state secrets was the girls' dorm; I can see that.  And posing for all those pictures with the locals? All part of his cover. 

Some people think Oswald gave the Soviets intel that enabled them to shoot down Gary Powers in the U2. But wait. I thought spies were supposed to gather intel from the enemy not give it to the them. There is a word for those people: idiots.
