Here is another view from the 7th floor. So, it is 3 stories higher than Elsie Dorman shot from, but it's the closest I could find. 

Here is how Elsie Dorman captured the Glovers:

They are obviously not on the pedestals. They are on the grass, just a little ways back from the edge of the sidewalk.
