This collage plainly shows the contrast between JFK waving and not waving. The vertical column on the left shows him waving. He's turned towards the spectators, looking at them, and waving at them. 

The vertical column on the right shows him not waving, and that's  because he has been shot. He's facing straight ahead. He is not turned towards the spectators. He is paying no attention to them. He is completely absorbed in what is happening to him, internally. And it appears that he has his hand over his face, covering it up, though actually, that is something that they did to hide the distressed look he must have had on his face. It was before Photoshop. They did it with paint.
