McMillan was an important guy with a pivotal role in the operation. He was apparently there earlier when the real Ruby was apprehended and taken up to the 5th floor. So, McMillan was part of that. But, the record shows that when SS Agent Forrest Sorrell showed up on the 5th floor to talk to Ruby, McMillan excused himself. Without specifying, he said he had somewhere else to go. Places to go, people to meet, you know the drill. And where he had to go was back down to the basement for the televised spectacle. But, it was when he was up on the 5th floor settling Ruby in that the Jackson photo was taken, and that is why he is not in it. He is in the Beers photo, but not in the Jackson photo, even though they were supposedly taken .6 second apart.
Another interesting thing about McMillan is that he is one of two DPD who nodded right before it went down. The other was Fritz. He came out, walked a little bit, and then turned around and nodded conspicuously at the trio. I figure that he saw Bookhout, and the nod was to tell them that it's a go. And the whole thing was ridiculous. It was patently absurd. WHO GOES TO SUCH PAGEANTRY TO WALK A GUY 30 FEET TO A CAR TO DRIVE HIM AWAY? They had everything but Elgar's Pomp and Circumstance.
What Mary-Ellen saw is that McMillan had the hood at first, and he handed it off to Miller who put it on Bookhout. The following images are Mary-Ellen's.
