Alright, this settles it, once and for all. If Mrs. Glover and Toni were on the pedestal, they would have no grass behind them. Rather, they would have water behind them. But, they have grass behind them. At least Toni does, and she is supposed to be on the pedestal. 

Can everyone see that the Glovers are close to the sidewalk? But, the pedestals aren't close to the sidewalk. The pedestals are back at the pool.  And, they have grass behind them. It looks like they are close to the sidewalk- and they were. But, the pedestal is not close to the sidewalk; it is back at the pool. It's part of the wall of the pool. Behind the pedestal is water, not grass. Look how much grass there is behind Toni Glover. She can't be standing on the pedestal. If she were, there would be water behind her. But, she's got grass behind her; a lot of it, and that's because she is on the grass and nowhere near the pedestal.
