The man whom we call the Wizard has made a slow-motion gif of the "handler" placing a bag- or something- over "Ruby's" head. But, think about it: Why would he have to do that if that man really was Jack Ruby? You've heard of a smoking gun. This is a smoking bag. The man in the middle of that Penguin dance was NOT Jack Ruby. It was all an act. They were working together. The "handler" and everyone else knew that he was James Bookhout, and they were covering him up, and then dancing him out of there.
