We are looking further at this cop with the freakily wide shoulder who is behind Oswald on the stretcher and in front of Bookhout.

We think he may be the man following the trio during the procession.

So, it's the man directly behind Oswald wearing the white hat. I made this collage:

We also think that this may be him as one of the Penguins when the scuffle broke out.

In any case, he certainly didn't have one linebacker shoulder. I consider this an alteration to hide Bookhout. His shoulder is too wide, and that's a fact.
