That is a bogus image of Jackie in the Croft photo. Her hair didn't look that, and you can't blame it on the wind, which would have blown her hair around, not matted it down.

The alterations made to the Croft photo, including what see of Jackie, were done because JFK was already shot there, and he was reacting to having been shot. That's what they had to cover up.
