That Oswald was on the payroll of the FBI is a well-established fact. 

But, Oswald was only involved in the assassination plot to extent of being the patsy. He didn't even know that the motorcade was going to pass by the building that day. 

So, Bill Shelley was involved in the assassination plot to kill the President, but Lee Harvey Oswald was not.
