In the long version of the Towner clip, you see that constant repetitive flick of the hand without the slightest deviation in pattern. It goes on for more than 6 seconds. The baby doesn't move the least bit- not a twitch. Is it asleep? And, the flicking hand is all we see of the mother.
What she is supposedly doing is not easy: holding the baby with just one arm in which she has to support the weight of the kid and also keep it from pivoting away from her. She's only got the one arm supporting it, her right arm, but what's keeping the kid from falling backwards? So, that is a constant concern. Then she is waving her left hand high in the air. But if possible, pick up a kid and hold it that way with your right arm and then start waving your left hand above your head. How easy it for you? How long can you do it?
If you look closely, you can see that the Fedora Man who is east of her is mostly immobile but just as he's passing off the screen to you right, he reaches his left arm up and grabs his hat. So, we're seeing some variation in him. He's not engaged in some repetitive, redundant, clock-like movement, over and over again in an endless cycle, as she is.
It isn't real. The woman isn't real; the baby isn't real. They were added to the film, and I believe the purpose was to confirm the validity of the woman and boy from Altgens.
