The only one who was up the road from Brehm was the short older woman and the tall man whom we see in the Zapruder film. 


And as you can see, the road was not curved where they were. And you do get a good idea of how far down they were from the pavilion. What we are seeing in the Altgens photo is impossible, not only because the road is curved where she is in Altgens, but because the distance between her and Brehm is too short. If you watch the Zapruder film, there is a huge gap of nothing but grass between them. It couldn't possibly be captured as short as this is in Altgens.  
Now, keep in mind that although the Altgens6 was published on late Friday or on Saturday, it was just cropped versions. So, they didn't have to have this ready that weekend. In fact, we don't often see this. It's the cropped versions you usually see.  



And why don't we get more of a sense of descent in the road? If anything, this looks like they're going uphill. Think about how far down the hill Brehm was. 



That's pretty far down the hill, and for all that decline to not register in a photo that starts at the DalTex building is ridiculous. 

The caption for the Altgens photo was its sine qua non, where they said that the Secret Service agents were looking back for the source of the shots. But, it makes no sense. If they thought they heard shots, there was nothing they could do to the source. They weren't going to draw their guns and start shooting back, were they? Of course not. All they could possibly do is get the limo out of there fast. That's what they would have been doing, not looking around for the source of the shots. So, you see, even the reason for being for this ill-fated photo, (why they didn't destroy it) was fallacious.
