This is by OIC member Staffan Westerberg, from Stockholm, Sweden:

Concidering the overall pattern, complicated and smart pattern, of this crime, this coup detat, Pete (Engwall) and I find it nearly impossible to believe that anyone really used the TSBD as a firing position on the 22nd of November 1963. Of all the potential firing places the DPD/FBI only sealed off and searched the TSBD. No forensic investigation was ever done in the plaza, on the knoll, in and around the DalTex, Recods- or other buildings. If I was a planner of this crime I would use the TSBD (and Oswald in it) as the place where everything is staged; the weapon, the cartridges, the shooter (LHO) etc, when in fact the real shooters fired from positions that would never be investigated; Dal-Tex, County Records Bldg, the knoll, etc. We believe the three men seen on the sixth floor (TSBD) some ten to fifteen minutes prior to the shooting were there to do possibly two things: only to be seen with a rifle and to arrange the boxes in the "snipers nest". We believe they left a minutes or so before the actual shooting took place; we therefore don't put much trust in Brennan and Unis´ testimonies. Marrs points out that nobody smelled the weapon - well nobody reported the smell of gunpowder from the sixth floor either - and had someone fired three shots from up there I am sure the smell would have been present.

I agree with Staffan that it's unlikely that any shots were fired from the 6th floor. They had to focus on providing enough exposure so that someone would be lead to think it was Oswald up there. But, it wasn't Oswald who was up there, and providing too much exposure might have revealed that fact. So, the idea that they would have also had the responsibility to kill the President is ridiculous. And again, none of the ballistics experts I have talked to think that any of the known shots came from the 6th floor.
