  Oswald Innocence Campaign Well, they really didn't have a basis to kill Oswald leaving the TSBD because he wasn't armed there. You just don't have an excuse to shoot him. So, the plan was to get him armed and then shoot him. So, it was at the theater that they hoped he would die. But, the problem is that they didn't actually order the cops to kill him. They just hoped that it would work out that way, and it almost did. So, that's the plan that failed, and what they did on Sunday morning was definitely Plan B.
