This is a website about the Texas justice system, and it says that "the law requires that the accused be seen by a judge within 48 hours of his arrest."

https://www.dallasnews.com/news/crime/2016/06/03/arrest-arraignment-indictment-trial-how-does-texas-justice-system-work/

It stems from the Constitution, part of your "habeus corpus" rights. The exact length of time is set by each state. But, 48 hours is the maximum limit. Usually, defendants are arraigned in much less time than that. Oswald was arraigned for the Tippit murder on Friday evening, and he wasn't arrested until 2:45 that afternoon. Ruby was arraigned on Sunday afternoon, just a few hours after his arrest.

And at the arraignment, the judge can drop the charges, although that hardly ever happens. Usually, the defendant is released on bail. And, if he's not released, because the judge thinks he is a danger to the community or a flight risk, the judge will "remand" him to the County Jail.

But, no matter what, the defendant is not going to remain in the City Jail. He is going somewhere: either home or to another jail.

They didn't give Oswald any prison clothes. Even the clothes he wore at the Garage Spectacle were his own.

So, why would they give Jack Ruby a prison uniform, what I call a cabana outfit? The record shows that they had him strip and turn his clothes over on the 5th floor, and they kept him in his underwear as they interrogated him.

But, at 3:00, they brought him down to the 3rd floor to be questioned by Fritz.  This is him at the time.

So, there he is dressed in his own clothes. Notice how well groomed he is too. What happened to the Ted Kaczinski look from the jail office? Did somebody have some Brylcream handy?

After that meeting, he was taken before Judge Pierce McBridge to be arraigned. That was probably about 4:00. And after that, presumably, they got him to change into the cabana outfit and then took his mug shots. Let's say that was at 5:00. It can't be far off.

So, why did they give him the cabana outfit? They had already returned his clothes to him. And the next morning, he was still wearing it when he was transferred to the County Jail. I don't know that Ruby wore prison clothes at the County Jail. He definitely was housed separately from the prison population. This was him being transferred there.

Look how thin Ruby looks. Look how scrawny his legs look. Now look at this guy:
Just compare the girth.

They're different men. This is a reality check.

But, the kicker is the claim that they changed his underwear.

You realize why it's over the line, don't you? It's because they went back and added it in. If you look at the whole invoice, that's the only time they went right over a line.
But, the crux of it is that it is just insane to think that they would have replaced his underwear, or that they would even have had the means to. You think they stocked men's underwear at the Dallas PD?  And notice that it says that those things went into Bin N-15. His other stuff went into Bin G-25. What a maze of bins they must have had there. But, who would put a man's worn sweaty underwear into a bin with other stuff? Worn underwear goes in a hamper until it's time to launder it. So, this whole thing is just plain ridiculous. And it was all done because of this:

They had to account for the sock difference. They didn't even bother trying to account for the shoe difference. And you can't claim that they replaced his shoes because if they did, there would be shoes in the property invoice, and there isn't.

Folks, when they typed "1 set underear" onto this form, they might as well have typed  "we killed Oswald."
