Welcome aboard, Jack. Danny Arce donning a large black raincoat to view a parade in sunny, 70+ degree weather makes about as much sense as Bill Shelley laying flooring wearing a suit and tie. Arce wore his coat for one simple reason: because it had deep pockets in which he could conceal what he had on him, particularly his two-way radio device. He must have been some kind of spotter. I wonder if the police searched him. I'm being facetious. They didn't search him.
