Maybe it, but let me remind you that people do nonsensical things all the time. Oswald wasn't the first. People are riddled with contradictions and incongruities. But, it's one thing for him to do it; it's another thing for the Dallas Police to conjure it up.
But, let's try to figure out what was going through his mind. How about this: he changed his mind. He decided that he really should go back to the Depository because there was something he needed to do there. Maybe he needed to talk to somebody.
It was reported that he left his jacket there and that they found it in the Domino room two weeks later. Was he heading back there to get the jacket? Was he heading back there to get something that was in the jacket? Was he having second thoughts about leaving work without permission? Was he thinking that if he ran into Buell Frazier he could hitch a ride to Irving instead and be with his family?
I don't know. But, if he was heading back towards the Depository, I assume he was going to the Depository.
But then, the bus got bogged down in traffic. He had time to think about it, and he decided to chuck that plan and to go back to his original plan which was to go to his room.
So, he got off the bus and decided to make up the lost time by taking a cab.
And then, when he got close to his room, he had the cabbie drop him off several blocks away because he wanted to approach it gingerly, not knowing what to expect.
I'll point out that changing one's mind is something that people do all the time. And sometimes they change it again and again.
But, when it comes to concocting a story, a cardinal rule is that you keep it as simple as possible. The more complicated it is, the harder it is to concoct and the more people you need. If they had the goal of wanting to make it that he took public transportation home, they'd have just said he took the bus home, period. Why would they concoct such a complex tale? Why would they add the incongruities as a matter of planning? To make it harder on themselves?
It's ridiculous. Some things are too strange to be anything but true. They are beyond what anybody could possibly make up. And that's the case here. Oswald really did ride the bus and cab home.
