The bottom image below was a recreation of the Moorman photo done by Jack White and Gary Mack in 1988. And they were painstaking about it too. 

So, why doesn't it line up the same? Look at the end of the wall. It's in the center in the recreation, but farther left in the original.  Look at the distance from the end of the wall to the steps in each. In the original, they are close together, but in the recreation, they are farther apart. 

The differences can be explained by the fact that the Moorman photo was taken from a little higher up Elm (east) and the photographer was angled more to the left. That had the effect of lengthening the wall and making it seem closer to the steps. 

From the photographer being farther up the hill and turned to her left, it had the effect of stretching the wall in the picture. That's why the wall seems longer in the Moorman photo.

 I'll tell you right now that nobody is going to be able to do any better than Jack White and Gary Mack did, that is, from Mary Moorman's position and angle.  But, what do you think is going to happen when I go to Dealey Plaza and take a picture from Babushka Lady's position and angle? I'll tell you what is going to happen: I'll be able to draw just one vertical white line going through the end of the wall in each photo. It's going to line up.
