other CT writers applied only to handguns (concealable weapons), not to
rifles.

Even if that's true, Jean, and I don't know that it is, and if it is, it is an awfully goofy law, the Warren Commission, in Evidence Volume 19, page 286, published Oswald's application to get the PO Box, which listed only his name and no other.
So, you do the Math. They weren't going to give A. Hidell's rifle to Lee Harvey Oswald, and they weren't going to give A. Hidell a shipment from a PO box from which he was not authorized to receive mail.
So, either way, it hits a roadblock; and back the rifle goes.
