This is worse than I thought. Not only did Suleimani enter Iraq legally, with the permission of the Iraqi government, he had an appointment with the Prime Minister of Iraq that very day. The Prime Minister said that they were scheduled to discuss how to de-escalate tensions between Iran and Saudi Arabia. That's what Suleimani was doing there- not planning terrorist attacks.
