The Wizard sent me this slow-motion gif of Detective Miller placing the bag- or whatever it was- over Bookhout's head. It's from the NBC film.

There is no denying that he is clutching something. Here's the Wizard:

The bag-on-head moment is visible in the NBC film. See attached gif and photo. You can see Miller approaching and his hand going down, followed by Harrison's hand assisting. In one frame, you can see that Miller's fingers are curved, and he seems to be clutching something substantial, rather than just a bit of cloth.
