No, Unger. This is the last time that Mary Moorman has her camera raised to take a picture in Muchmore. 

And, how many times do I have to tell you that people don't move that fast in 1/18 of a second?

Look at Ken McDonald's actual submission of Muchmore44:

That is KEN'S submission of M44, and as you can see, Mary does not have her arms raised to perch the camera to her eye. She had already taken her picture. But, let's note that Ken is contradicting himself because obviously, the limo is not way past her at that point. Yet, in Nix, he said the matching frame is this:

How could those two frames be the same instant in time when in one Mary was perpendicular to JFK and Jackie (Muchmore) and in the other, Mary was way behind them (Nix)? 

So, what it means is that Ken McDonald is completely full of it. He is completely wrong. His whole take on it is preposterous. 

Unger, don't make the mistake of thinking that I respect and accept anyone that you put forward as an expert. Forget it. And, you are not an expert yourself--not about photography, and not about anything else.
