You have to be careful because there are a lot of fake pictures of people in front of height ledgers. I think it's because they are trying to imply a mug shot. 

Obviously, Tom Hanks is not 6'4". He is 6 feet even. And according to that chart, the distance between the top of his head and his chin was 16 inches, so even more exaggerated than the Oswald pic.

And in the above one, the distance between the top of her head and her chin was less than 5 inches. So, with these height charts, they apparently don't expect people to actually read them. But, that's the thing about me: I'm a big reader.
