Backes, you are as stupid as a hair ball. This letter does NOT make good the walk-by footage- in its various forms. It just says that Lovelady claimed to leave the TSBD at 1:45 and return at 4:30. 

So what? The fact that he went to the Dallas PD was never in doubt. What's in doubt is whether he wound up seated in the Squad room when Oswald was led by. 

Does it say that he was taken to the Squad room? No. Does it say anything about seeing Oswald? No. Does it say anything at all about what unfolded at the PD? No. It just says that he left for the PD at 1:45 and returned to the TSBD at 4:30. So, how does that substantiate that he was in the Squad room at 2 PM? It doesn't! It only substantiates that Joseph Backes is a freaking moron.
