Here is a picture of some of the TSBD employees piling into a police car to go to City Hall from the TSBD. Arce, Williams, and Shelley are identified. For some reason, the cop seems to be patting down Bill Shelley. Why does Shelley have his arm out like he does? There are rumors that Shelley was briefly arrested after the assassination. The other men seem to be patiently waiting. Can anyone identify the fourth man? There were other police cars transporting other witnesses. They left the building at 1:45. With all that was involved, including what we see here, how could Lovelady wind up sitting in the Squad room just 15 minutes later?
