Are Unger and Upperpunk implying that the Hat Man from Towner is the Hat Man from Croft?

Unger indicates that the guy in Croft wound up hidden behind a woman in Altgens.

You see what it says about 5 Man's hat? And it also links to Upperpunk's gif because, for Towner, he's got the Fedora Man on Elm quite a ways down from the Obelisk.

So, is he saying the same thing, that the Hat Man from Towner was the Hat Man from Croft? Remember that we were comparing Towner to Altgens. That's how it started, but now they're bringing Croft into it.

This is weird because Neil, the new Scotsman, said just the opposite, that the guy was higher up on Elm. But here is how it lays out according to them:

There is a little bit of duplication there, showing the curved concrete island twice. But, Unger and Upperpunk seem to be implying that this guy was way down Elm and quite far from Obelisk.

But, why should that effect be produced in Towner when she was just across the street?

There is a lot of displacement there, but how could it get cinched up  from Towner's perspective? That's impossible. Her Hat Man couldn't have been down there. He had to be in front of the Obelisk, just as he appears to be.

Plus, they've got another problem. They're also claiming that her Hat Man was this guy:

But, he wasn't black.
