The bottom of the Altgens photo covers just a little more than 1 of 3 lanes of the road. 



It demonstrates how funneled the photo is with the bottom corresponding to the spout of the funnel and the top corresponding to the broad opening. So, there is much greater distance covered going across at the top picture. And that's why the notion that the Fedora Man who is sticking up above the SS car corresponds to the one in front of the Obelisk in Towner is ridiculous. 



Now, Robin Unger seems to want to claim that that Altgens Fedora Man on the right was standing at the end of Elm Street proper. He cites this frame from Wiegman:



But, there is no Fedora Man there except for that little short guy, and you can't tell me that he would stick up above the Secret Service car. HE IS TOO SHORT. Furthermore, that's the perspective from Wiegman's angle, not Altgens. 



And since we can see that he wasn't there, why are we talking about it?
