You really should watch the beginning of this movie because you will see Bill Shelley take evasive action to avoid being filmed:

1) he steps back and tries to get behind somebody
2) he raises his hand to his face and holds it there, keeps it there, trying to block the view.

It made sense for Shelley to do that because HE KNEW WHAT WAS COMING. Dallas was coming. And Oswald was going to the TSBD- where Shelley worked. And supposedly, Shelley had NOTHING to do with ANYTHING in New Orleans. 

But, if that guy was somebody else- somebody who was associated with Oswald in New Orleans- it would have been no problem. Oswald was in New Orleans for, what, 6 months? He had to be associated with some people, right? It was only because Shelley was NOT supposed to be associated with Oswald at that point or with anyone in New Orleans that it was perilous for him to be filmed. 

I've heard that Shelley was also in the Civil Air Patrol with Oswald and Seal and Ferrie. And, Shelley, being a WW2 veteran, would have been a high-ranking officer in the CAP. And it makes sense that Shelley would be in the CAP because we know he was in-tight with David Byrd, the founder of the CAP. So, that means that Oswald knew Shelley before he even became a Marine. 

We know that Shelley was Oswald's handler at the TSBD, but now it looks like he was involved in handling Oswald before that. And it makes perfect sense that Oswald would cite Shelley as the one he was out front with. They knew each other; they knew each other well, and before Oswald arrived at the TSBD. 

In this shot, Shelley had stepped back to get out of view; to hide.


  Then, he stepped forward because he thought he had better coverage from the guy in front of him.

Then, when Oswald steps aside revealing him, Shelley brings his hand up quickly, and he hold it there for the duration. Who else besides Shelley would have a need to do that?
