Let's sum up the abnormalities about Babushka Lady.
1) It is not normal to stand behind two people at a parade when there was plenty of open space on either side of them.
2) It is not normal to point your camera away from your subjects and wait for them to enter your camera's field of view.
3) It is not normal to ignore appeals from law enforcement and the media to come forward with your images.
I think the odds are great that Babushka Lady was working for the conspiracy. They sent someone like her- a middle-aged, matronly woman- precisely because she would not look suspicious. They wanted to get a closeup image of the killing, but they could hardly send a guy in a dark suit and dark sunglasses to do it. Her whole persona was as far removed from espionage and conspiracy as anyone could imagine.
Plus, she continued to flaunt her camera after the assassination, and the way it worked was that anyone seen with a camera was approached by someone in authority to hand it over. There were no exceptions, and the idea that she just happened to fall through the cracks is not very likely or plausible.
The fact that she was a female there alone (unusual); the fact that she wore a heavy trench coat and a tight scarf (unusual); the fact that she interacted with no one that we know of; and the fact that she got away without anyone asking her about her camera and images make it likely that she was there on assignment. They sent someone to take pictures who would look like a regular citizen and not arouse suspicion.
