So, getting back to the differences between Altgens and Towner, let's sum up:

In Towner, there are two Fedora Men in the vicinity of the Obelisk, but in Altgens, there is only one Fedora Man in the vicinity of the Obelisk. The other Fedora Man in Altgens is too far away to correspond to either of the men we see in Towner.

Notice that both the Towner Fedora Men are left of the tree:

But, the other Fedora Man in Altgens is right of the tree:

So, he is out. He cannot correspond to either one of the other two. But the question remains: why don't we see two Fedora Men on the other side of the tree in Altgens as we do in Towner?

Second, we know that neither of the Fedora Man in Towner correspond in location to the Fedora Man in Altgens. In Altgens, the Fedora Man is between the Obelisk and the tree, but he's much closer to the Obelisk. In Towner, there is one Fedora Man who is in front of the south face of the Obelisk (disconnect from Altgens) and another Fedora Man who is closer to the tree (disconnect from Altgens).

So, that means that neither one of the Fedora Men of Towner correspond in position to the Fedora Man in Altgens. So, what does it mean? It means that a physical movement occurred; a relocating took place. And it makes much more sense to assume that the Fedora Man in front of the Obelisk turned around and took a couple of steps back.

And you can forget about the Woman and Boy. They weren't there. They were just put there to hide the face of Jack Ruby.
