I just noticed something, and it is significant. There is weird black filler between the two outside men in the FBI Bank Exhibition photo. Why did they have to blacken out that space? It isn't shadow; it's filler.
The reason they had to blacken it out is because short James Bookhout was standing there. They put that super-tall guy in on the left, but he didn't cover up all of Bookhout. Bookhout was probably leaning in towards the table, since they were all looking at the table. And being a short man, his head was where that black filler is. So, they blackened it out.
It's just as I said: The man closest to the table and mentioned first in the caption was Texas Ranger Bob Crowder, and the other two were Clements and Bookhout. But, the very tall guy who is bent over on the outside was not Bookhout. He is covering Bookhout.
