 If you compare their testimonies, you'll realize that Officer Roy Vaughn and Jack Ruby were describing different events. Vaughn said that when he realized that Lt. Rio Sam Pierce was coming up the ramp, he responded by going to the curb and checking for traffic. And seeing that it was clear, he waved Pierce through. "I waved the car on and walked back to the ramp." Vaughn did not say that Pierce stopped his car and that they chatted. It's very clear in his testimony that Pierce did not stop, and they did not talk.

However, Jack Ruby said something very different. "There was an officer talking--I don't know what rank he had--talking to a Sam Pease in a car parked up on the curb."
I don't know how they mangled the spelling of Pierce into Pease, but they did. But, that's what Ruby saw when he reached the ramp: Sam Pierce parked at the top of the ramp, and the officer on foot talking to him.
Note that Ruby did not recognize the officer. Ruby knew Roy Vaughn because Vaughn went to the Carousel Club once on a complaint. He also pulled Ruby over once for a traffic violation but let him off with a warning beause he was a "friend of the Department."
So, this tells me that there were two separate events- separated by time. Ruby's came first, and it involved another officer; not Vaughn. When it was over, and Ruby was tucked away on the 5th floor, that's when Vaughn was placed at the ramp to guard it.
So, what about Pierce? What did he say? He said the same thing that Vaughn said, that he was driving out, and Vaughn responded by getting out of the way and then waving him through. He said nothing about stopping and talking to Vaughn.
What I'm saying is that there were two events- two exits- by Pierce, separated by about an hour. The first one was to facilitate the snatching of Ruby. The reason why Pierce stopped at that one was because they were waiting for Ruby. And the officer on foot, whoever he was, made sure he had his head in the window talking to Pierce so that he didn't have to engage with Ruby- visually or otherwise.
Then, an hour later, it was repeated for Vaughn's sake, so that he had a story to tell. And since Ruby wasn't there, there was no need to stop and talk. Vaughn was the other patsy that day. He was set up to take the fall for letting Ruby in. It wasn't that he was in collusion with Ruby. It was that he was too stupid to guard an 8 foot wide ramp; that Ruby slipped past him. And Vaughn was issued a reprimand by the Dallas Police Department. But, Vaughn hired a lawyer and sued. It was settled out of court, and the reprimand was rescinded. How much was the settlement for? I don't know; it was kept secret. BUT, THEY PAID HIM MONEY!
They messed with the wrong guy when they messed with Roy Vaughn. They thought he was a dumb cop, that they could trick him like they tricked Ruby. But, no chance. And Vaughn went on to greatness. He became the Chief of Police for the city of Midlothian, Texas. And after he retired from that, he became a Municipal Judge, which he did for 13 years until he died. He was a smart man- too smart for those bastards who killed Oswald.
