I am indeed having a very nice fellowship with John Armstrong. This is what he wrote to me yesterday. I asked, and he gave me permission to make public anything he sends me.

I agree with your analysis of young Harvey and his biological mother. I am enclosing two short paragraphs that will be included in the Harvey and Lee website and may (MAY ???) suggest a possible solution as to how Harvey was brought to this country..............


During the late 1940s and early 1950s thousands of Eastern European refugees were brought to the United States by various government sponsored organizations.  The International Rescue Committee (IRC), founded by Leo Cherne in 1946 after the end of World War II, received large amounts of money from the Kaplan Fund, a conduit for distributing CIA funds. In 1946 the IRC began to resettle refugees from Eastern European countries, which continued until the end of the Cold War. http://www.rescue.org/ history (LINK). In his book COVERT NETWORK author Eric Chester wrote, "Throughout the Cold War the IRC was deeply involved in the volatile confrontations between the two superpowers and participated in an array of sensitive clandestine operations. The IRC thus evolved from a small organization of committed activists to a global operation functioning as one link in the CIA's covert network." Author Robert Scheer wrote, "From its inception the IRC was interested in helping only a certain type of political refugee--politicians and intellectuals who would be useful in the Cold War fight against Communism. These refugees, once spotted and assisted by the IRC, were then recruited and trained by various government agencies." In the 1950's Leo Cherne founded the American Friends of Vietnam and mounted a massive lobbing effort that had a great deal to do with getting the USS involved in the Vietnam War. In the 1970's, following a multitude of disclosures of CIA malpractice, President Gerald Ford appointed a 3-man board that was to suppose to "supervise" CIA activities. CLICK http://jfk.hood.edu/ Collection/Weisberg%20Subject% 20Index%20Files/C%20Disk/CIA% 20Controls%20On%20Ford/Item% 2026.pdf Cherne, who was connected to numerous CIA fronts including the Research Institute of America, the IRC, Freedom House, American Friends of Vietnam, Citizens Committee for Peace with Freedom in Vietnam, Presidents Foreign Intelligence Advisory Board, Center for Strategic and International Studies, Committee for the Free World, Council on Foreign Relations, and was a close friend of CIA directors William Casey (former IRC President) and George Bush, was appointed by Ford to the 3-man board. Cherne was a life-long resident of the Bronx, NYC.

National Security Council records show that Frank Wisner, the CIA's director of clandestine operations, oversaw the re-location of anti-Communist exiles to the United States as a means of rewarding them for conducting secret operations against the Soviets. The CIA secretly subsidized the refugee relief organizations that brought these Eastern Bloc refugees to the United States throughout the late 1940s and 1950s. Many were resettled in New York City, where they learned to speak English, and continued their propaganda efforts against the Soviet Union with the patronage of the CIA. Thru one of many CIA/intelligence agency sponsored operations a young boy, later given the name "HARVEY Oswald" may have been among these Eastern European refugees.  HARVEY Oswald's caretaker/mother (a woman who was given the name "Marguerite Oswald") may have been recruited to care for this young boy. In January, 1953, the House on Un-American Activities in New York had a file on a "Marguerite Oswald." This file contained references to 1941, Nazi's, New Jersey, and was eventually discovered in a CIA office of Security file. The Assassination Records Review Board requested this file, which apparently contained background information related to "Marguerite Oswald," but their request was denied.
