Was the cop with the Oswald-like figure Police Inspector J. Herbert Sawyer?

 It looks like a pretty darn good match to me.

A DPD inspector, he was the first one to give by radio a description of the suspect, at 12.44 pm about the JFK assassination, on 11/22/63.

Later, he claimed he was unable to remember the witness who had given him this description. According to the Warren Commission, it was Howard L. Brennan.

Sawyer is the one who came up with the description of a white male, about 30 years of age, 165 pounds, and 5'10". 

Marrion Baker told the WC that he ran into Sawyer when he was coming down from the roof.
