Because if that was true, the next listing 

2         15  would have to mean 2:15 PM. 

Then the next listing which was 

3         30  would have to mean 3:30 PM.

  
How do you get 15 minute intervals out of that just by ripping it across? And McWatters kept talking about punching in the time. Over and over, he said punching, punching, punching. Frankly, if you read his testimony, it's pretty confusing, but bpete's choice to interpret it the way he did was just shit pulled out his ass. 

I should think that, if anything, there was a "punch", and what was supposed to be done was that one number from the left column was selected and punched, and one number from the right column was selected and punched, and that way you had every possible 15 minute interval covered. 

So, here's what it would look like if you wanted to indicate a time of 1:15:

That's my best guess of how it worked, or how it was supposed to work. But, I am arguing with a dirty rotten bastard who doesn't even think that McWatters gave Oswald the ticket, or that Oswald was even on the bus. MacRae thinks the whole story was made up. Yet, he's arguing about what this pure fiction hypothetically would have meant had it been true. Filthy rotten bastard!
