This picture shows Detective Sims from behind, and it shows the hat ribbon very well, and something I didn't know until now, that there was a ribbon on the left side.

 OK, with that thought in mind, let's compare:

We are enough above that hat on the left that we should see the ribbon and the bow, if it had one. And as you look at Sims on the right, notice how difficult it would be for him to wear his hat low enough in front to completely cover up his face. And imagine if he did? How could he possibly see? It's the same situation. He's a guy following Oswald. So, why would he have his hat so low, and how could he function if he did? I am telling you, it is a bogus image on the left. It's just something they put into the picture to cover up the face of James Bookhout. Why? Because Bookhout was the Garage Shooter of Lee Harvey Oswald.
