But, according to the WC, she talked to them. She told them she thought the President had been shot. That implies that Vickey thought that Shelley and Lovelady saw her. 

We don't talk to people unless we think they see us. We don't talk to people unless we think they are aware of us- an awareness that almost always includes sight. We don't usually talk to people unless we think we have their attention. And if we're not sure, we first get their attention, and then when we know we've got it, we say what we have to say. 

So, according to the WC, it IS that Lovelady and Shelley saw Vickie Adams. That is definitely implied:

Mr. BELIN - Now what did you do after you encountered Mr. Shelley and Mr. Lovelady?
Miss ADAMS - I said I believed the President was shot.
Mr. BELIN - Do you remember what they said?
Miss ADAMS - Nothing.


The inference is that she spoke to them because they synced on each other; they saw each other. She saw them, and they saw her. The syncing comes first before the talking. 

If she hadn't thought they saw her, why would she have spoken to them? We can't assume that they had their backs to her, and she spoke to them anyway. We have to assume that they saw each other- they made eye contact- and then she said something. 

That's how it is in human interaction: we speak to people when we think we have their attention. And what gives us that impression is that they're looking at us. 

They said that she said that she spoke to them. That implies that they saw her.
