Fedora Man was behind the people who were along the curb.
There is a short person right in front of him, and you can't assume that he was hugging her. You can't assume that he knew her. Respect for her personal space would have kept him back. So, forget the curb. HE WASN'T ON IT.
I think we can safely assume he was facing the street, since he was watching the motorcade, but there is no point in getting nit-picking. The point is that he was there, on the north side of Elm by the Obelisk. He was not on the Elm Street Extension east of the Depository entrance, like the other Fedora man.
