Good news. bpete is denying that the sidewalk figure was Gus Rose. He says he never claimed it was Rose. He is distancing himself from the claim, which is about the same thing. 

But, it's a very popular claim. Lots of people on McAdams' forum have claimed it was Rose. And Rose has been the only name ever proffered. There have been no other candidates; no other suggestions; no other speculations- other than Bush.

Note that in the scene above, the spectators are all gone. And so are the TSBD employees. On the right, you've got Dallas cops and there is one Dallas detective wearing the white Stetson hat. And on the left, you've got a small group of men in suits. They are NOT spectators. They are connected. Who are they? They are most probably feds: CIA agents and/or FBI agents. The state of Texas largely stayed out of it. So, it went from local Dallas law enforcement to the feds. And there is no reason to think those guys on the left were local law enforcement. They were feds. 

So, knowing that, it should be possible to identify that guy. There is no excuse for not identifying him. But, the only name that anybody has ever proffered (besides George HW Bush) is Gus Rose. bpete agrees with me that it's not Rose. That leaves Bush. It's Bush by default. And frankly, the likeness is so great, it has to be him.
