Backes, do you understand that both Unger and Uppercut say that the Fedora Man was in front of the Obelisk? That he was really there? 



Backes says that the reason why the Fedora Man in front of the decorative facade doesn't have the crowd around him as in Towner is because the others aren't tall enough to rise above the Secret Service car in the picture.



So, Backes is saying that if the African-American women were as tall as the Fedora Man, we would see them just as we see him. But the problem is: we do see them: they're still back at the Obelisk.
