Here is Altgens' capture of the Obelisk area. You see the African-American women standing there. Their heads obscure the obelisk to Altgens a little. If there was a Fedora Man standing behind them, wouldn't he appear to Altgens just as they appear to Altgens? Altgens would be viewing him just as he was viewing them. There is no Fedora Man visible there to Altgens because there was no Fedora Man there.
