It's interesting that the first cop on the trek to the squad room had a larger white band around his hat.
To my eyes, that looks like a more prominent white band on the right. It's got more height to it. Does the second cop who was with Oswald in the squad room have it?
Can't really tell for sure, but I would say no. I suspect his was more like the other two. But, one thing that does stand out is that he appears to be an older man.
